Local Food Procurement connects schools, food banks, local convenience stores and other providers of food to those in need with local producers.
The Local Food Procurement Program (hereby referred to as “the procurement system”) is a combination of physical assets/resources and virtual systems that will develop a healthy food ecosystem for community agencies, student nutrition programs and healthy corner stores (hereby referred to as the “Community Food Sector”). A vital component of the procurement system is an e-commerce portal that will enable the community food sector to procure healthy, local and culturally appropriate foods at wholesale prices.
Currently, the community food sector’s purchasing processes are isolated, fragmented and based on individual agency needs. The e-commerce portal will be able to process individual agency orders and subsequently aggregate them by type and quantity to amass larger orders that qualify for wholesale discount prices. The process of aggregation takes advantage of the Community Food Sector’s collective purchasing power, resulting in access to cheaper, healthier and culturally appropriate local food.
The Community Food Procurement system will provide local farmers, growers and processors (hereby referred to as “local suppliers”) access to a previously inaccessible market: the Community Food Sector. This $46 million/year market will be accessed through the e-commerce portal, which will provide local suppliers with otherwise unavailable aggregate demand and order information. Along with access to the e-commerce portal, the procurement system will provide local suppliers with an easy and convenient means of transporting orders.
Through the procurement system, local suppliers will be provided with the opportunity for an easy and efficient method of disposing waste and excess supply. The procurement system will facilitate the donation of excess supply by providing transportation of excess supply from a local suppliers’ headquarters to an intermediary location. The donation of excess food will enable suppliers to take advantage of a tax credit currently being offered by the government of Ontario.
